    香港3G牌照对联通是机会还是机遇？
    联通发表声明，未能如期竞投香港3G牌照。在拿下澳门3G后进入香港应该很正常，管理部门也早已给出了截至时间，联通此举相当于退出了竞争。

    在国内3G牌照发放不明，重组不明，自身双网互搏问题未能很好解决的情况下，大举进攻竞争已经白热化的香港市场，联通会冒很大的风险。何况香港3G网建远比澳门复杂，联通很难在要求时间内开始商用。

    此前，传联通与香港运营商商谈联合竞投，相信是一个明智的选择。因可降低风险，且即使花落别家，由于两地往来日盛，联通仍可获得不错的漫游收入。
